Roskomnadzor has launched administrative proceedings against Facebook and Twitter.

Roskomnadzor has launched administrative proceedings against Facebook and Twitter for failing to provide information about the transfer of Russian users’ data to Russia. According to TASS, in response to a request to confirm the transfer of Russian users’ data to Russia, Facebook and Twitter provided the regulator with only «formal responses.» Essentially, the companies have failed to provide any specific information about whether the data has been localized, whether it will be localized, or when.
Last December, Roskomnadzor head Alexander Zharov reminded Facebook and Twitter of the need to comply with current Russian legislation, which requires companies to store Russian citizens’ data within the Russian Federation. So far, neither Facebook nor Twitter has migrated their Russian user databases.
In response to Zharov’s request, companies were required to provide significant evidence of compliance with legal requirements and data localization, or not respond at all, which would constitute a refusal to comply with the law. If they received a negative response, Roskomnadzor would fine them 5,000 rubles.
